Notes:
Cyrus Vance was the US Secretary of State under President Carter from 1977 to 1980. On April 28, 1980, he resigned from the post because he disagreed with President Carter's decision to go ahead with an attempt to rescue the hostages from Iran. (That attempt had ended in disaster on April 24, when an air collision after the rescue was aborted killed 8 people.)
